BOARD OF SELECTMEN
Minutes
July 17, 1996

Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall

NYNEX. Letter from Department of Public Utilities was read notifying the Town that there will be a public hearing on Monday, August 19, 1996 at 7:00 p.m. at the Peabody Institute Library of Danvers, George B. Gordon Room, 15 Sylvan Street, Danvers, relative to an appropriate relief plan for addressing the limited number of exchange codes remaining in this area.

POLICE DEPARTMENT. Letter read from Chief John Palmer, citing Police Officer James Hazell who attended a Police Bike Rodeo in the Burlington, VT area. Officer Hazell competed in three races and came in second overall in the over forty years of age class. Chief Palmer commended Officer Hazell for this extra effort he has put into the new Community Policing Program.

MARBLEHEAD COUNSELlNG CENTER. Motion made and seconded to approve the request of Paul Crosby, Executive Director of the Marblehead Counseling Center, to release $591.77 from a Town trust fund to reimburse the Center for improvements to the first floor of the Hobbs House. All in favor.

TRAFFIC & SAFETY. Motion made and seconded to ask Mr. Sasso to investigate the request of Lt. Millett, Traffic and Safety Officer, that NO PARKING, TOW ZONE be reinstated on Selman Street. All in favor.

Motion made and seconded to refer to Traffic & Safety Lt. Millett's recommendation that Cowell Street. beginning at its intersect with Elm Street and running a distance of forty-five feet in a westerly direction along the southerly side, become a posted NO PARKING HERE TO CORNER, TOW ZONE. Four voted in favor, with Mr. Conly opposed.

BOY SCOUTS. Letter from Lori Groff, Troop 11 Eagle Court Chairman was read announcing Mark E. Harrington has achieved the rank of Eagle Scout. The troop will convene an Eagle Court of Honor on Saturday, August 17, 1996 at 4:00 p.m. at St. Stephen's Church Hall to recognize this achievement. Motion made and seconded to congratulate Mark Harrington. All in favor. The Board will send along a letter of congratulations, and granted permission for Mr. Harrington to have his picture taken before the Spirit of'76.

VOLUNTEERS. Congratulations were extended to Karin Martin for her recent recognition from the North Shore Retired Senior Volunteer Program in recognition of her volunteer service to the community.

RECREATION AND PARK. Commissioner Fraffie Welch appeared before the Board to announce the groundbreaking ceremony for the new Recreation and Park/Council on Aging Building will be held at 1 p.m. on Sunday, July 21. All citizens are invited.

DOG OFFICER. After a brief discussion during which Mrs. St. Laurent cited an incident of a loose Rottweiler dog over the week-end, and the absence of the Dog Officer and/or her assistant from duty, motion was made and seconded to ask the Town Administrator to conduct an investigation and take any action deemed appropriate and report back to the Board next week. All in favor.

TOWN ENGINEER. Motion made and seconded to have Town Engineer, Douglas Saal report back to the Board in a week or two on the progress of house numbering throughout Town. All in favor.

Motion made and seconded that the Board go into Executive Session to discuss strategy with respect to collective bargaining and a grievance, votes may be taken, and if they are, votes will be released at a time deemed appropriate by Counsel, not to resume in open session. On a polled vote, the Board voted as follows: Mr. Cutting, in favor; Mr. Purdin, in favor; Mrs. St. Laurent, in favor; Mr. Conly, in favor; and Mr. McNulty, in favor.

Meeting adjourned at 8:00 p.m.
