BOARD OF SELECTMEN
Minutes
April 24, 1996

Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall

Present (constituting a quorum):

Thomas A. McNulty, Chairman
William E. Conly
Robert F. Peck, Jr.
William M. Purdin
Diane St. Laurent

Anthony M. Sasso, Town Adminstrator

Motion made and seconded to approve the minutes of the meeting of April 17, 1996. All in favor.

STATE STREET LANDING. Chamber of Commerce. Motion made and seconded to approve the request of the Marblehead Chamber of Commerce to put a bulletin board on the exterior wall of the brick lavatory building on the State Street Landing. All in favor.

Clean-Up. Motion made and seconded to thank Phil Blaisdell, Karin Martin, Put Mace, and Jerry Fein for the wonderful clean-up they did at State Street Landing this spring.

PERMISSION. Signs. Kathleen Abulniaj and Osama Abulniaj of Il Porto Restaurant appeared before the Board to request permission to place a sign which will overhang the public way outside their restaurant. Motion made and seconded to grant permission subject to the receipt of a Certificate of Insurance for $1,000,000 liability naming the Town of Marblehead as an additional insured and approval of the Building Commissioner. All in favor.

LETTERS. Motion made and seconded to refer the letter received from Douglas McGarrah of Foley, Hoag & Elliot as it relates to the Lead Mills to Assistant Town Counsel, Mary Ellen Walsh-Rogalski and have her report back to the Board. All in favor.

Letter received from Rose Ann Wheeler McCarthy stating her address is not correct on the upcoming ballot -- it reads 25 Robert Road instead of 23 Robert Road. Ms. Wheeler further stated she does not want new ballots to be made.

TRAFFIC & SAFETY. Round House Road. Police Chief John Palmer and Paul Beloff and James Shay of the Traffic and Safety Advisiory Board appeared before the Board to discuss parking on Round House Road. After discussion, it was moved and seconded to adopt the parking regulation recommendations for Round House Road as presented by the Police Chief. All in favor. Motion made and seconded to authorize the Police Department to enforce emergency no parking regulations as needed for the purpose of cleaning up Round House Road. All in favor.

Bubier Road. Motion made and seconded that the parking restrictions on Bubier Road as voted at the meeting of January 24, 1996 be made permanent. All in favor.

Motion made and seconded that the Board go into Executive Session to discuss collective bargaining, votes may be taken, and if they are, votes will be released at a time deemed appropriate by Counsel, not to resume in open session. On a polled vote, the Board voted as follows: Mr. Purdin, in favor; Mr. Conly, in favor; Mrs. St. Laurent, in favor; Mr. Peck, in favor; and Mr. McNulty, in favor.
