MINUTES
February 25, 2004
The Board met in Regular Session at 7:30 p.m. in its meeting room at Abbot Hall.

BUDGETS.
Fire Department. Barry Dixey, Chief of the Fire Department, appeared before the Board to present his proposed budget for Fiscal Year 2005. Motion made and seconded to approve $2,120,958 for Salaries and $111,705 for Expense. All in favor.

Motion made and seconded to increase all relevant fire department permit fees to $50.00. All in favor.

Harbors and Waters Department. Warner Hazell, Harbormaster, and Gary Gregory, chairman of the Harbors and Waters Board, appeared before the Board of Selectmen to present their proposed budget for FY 2005. Motion made and seconded to approve $290,475 for Salaries, $146,245 for Expense, $183,195 for Bonds and Interest and $35,000 for Capital Outlays.

Veterans’ Agent. David C. Rodgers, Veterans’ Agent, appeared before the Board to present his proposed budget for FY 2005. Motion made and seconded to approve $48,519 for Salaries, $1,243 for Expense, $1,100 for Local Travel and $11,300 for Benefits. All in favor.

Sealer of Weights and Measures. David C. Rodgers, Sealer of Weights and Measures, appeared before the Board to present his proposed budget for FY 2005. Mr. Rodgers did not ask for additional monies for FY 2005. Motion made and seconded to approve. All in favor.

Memorial Day. David C. Rodgers, Veterans’ Graves Officer, appeared before the Board to present his proposed budget for FY 2005. Motion made and seconded to approve $1,950 for Expenses. All in favor.Building Inspection Department. Robert Ives, Building Commissioner, appeared before the Board to present his proposed budget for FY 2005. Motion made and seconded to approve $347,101 for Salaries, $9,755 for Expense and $3,000 for Local Travel. All in favor.

Public Buildings Department. Robert Ives, Superintendent of Public Buildings, appeared before the Board to present his proposed budget for FY 2005. Motion made and seconded to approve $69,466 for Salaries, $98,920 for Expense and $400 for Local Travel. All in favor.

Council on Aging. Patricia Roberts, Director of the Council on Aging, appeared before the Board to present her proposed budget for FY 2005 that did not include a request for outlays. Motion made and seconded to approve $138,510 for Salaries and $2,859 for Expense. All in favor.

The meeting recessed at 10:00 a.m.. and reconvened at 10:05 a.m.

Highway Department. Thomas Murray, Director of Public Works, appeared before the Board to present his proposed budget for FY 2005 that did not include an amount for Private Ways. Motion made and seconded to approve $572,474 for Salaries, $81,312 for Expense, $10,741 for Rebuild/Hot Top Streets, $100,000 for Snow Removal and $14,000 for Maintain/Rebuild Sidewalks. All in favor.

Police Department. James R. Carney, Chief of the Police Department, appeared before the Board to present his proposed budget for FY 2005. Motion made and seconded to approve $2,393,698 for Salaries, $164,550 for Expense and $10,000 for Indemnification of Officers. All in favor.

Mr. Christensen and Mr. Woodfin left the meeting.

Animal Control Officer. James R. Carney, Chief of Police, appeared before the Board to present his proposed budget for FY 2005. Motion made and seconded to approve $52,831 for Salaries and $4,787 for Expense. All in favor.

Animal Inspector. James R. Carney, Chief of Police, appeared before the Board to present his proposed budget for FY 2005. Motion made and seconded to approve $1,200 for Salaries. All in favor.

Engineering Department. Douglas Saal, Town Engineer, appeared before the Board to present his proposed budget for FY 2005. Motion made and seconded to approve $102,083.47 for Salaries, $10,670 for Expense and $225 for Local Travel. All in favor.
Conservation. No request for fiscal year 2005 was made.

Finance Department. George B. Snow, Finance Director, appeared before the Board to present his proposed budget for FY 2005. Motion made and seconded to approve $592,982 for Salaries, $150,705 for Expense, $8,000 for Finance Outlays, $3,145,000 for Maturing Debt, 1,394,420 for Interest, $350,000 for Medicare, $5,615,873 for Group Insurance, $209,869.15 for Non-Contributory Retirement and $200,000 for Workmen’s Compensation. All in favor.

Selectmen’s Department. Mr. Shribman presented the proposed budget for FY 2005 that did not include an amount for Officials Events. Motion made and seconded to approve $5,500 for Officials Expense, $263,822 for Salaries, $68,063 for Expense, $5,000 for Zoning Board of Appeals Legal Services, $2,000 for Out-of-State Travel, $4,300 for Town Reports, $32,000 for Audit of Accounts, $90,000 for Ambulance Expense, $90,886 for Street Lighting and $377,757 for Other Insurance. All in favor.

Parking Clerk. Mr. Shribman presented the proposed budget for FY 2005. Motion made and seconded to approve $10,484 for Expense. All in favor.

Town Counsel. Mr. Shribman presented the proposed budget for FY 2005. Motion made and seconded to approve $2,000 for Salaries and $32,936 for Expense. All in favor.

HIGHWAYS. Curb Cuts/Sidewalk Variance. Motion made and seconded to authorize the Chairman to sign an application to the Commonwealth of Massachusetts Department of Public Safety Architectural Access Board on behalf of the town for a variance for curb cuts/sidewalks at the northwest, southwest and south east corner of Pleasant and School Streets and the northwest corner of Harris and Mugford intersection. All in favor.

PERMISSION. Banner. A letter from Leslie Gould of the Marblehead Chamber of Commerce, requesting permission to place a banner over Pleasant Street during the week of March 1 to promote shopping, dining and staying in Marblehead. Motion made and seconded to approve the hanging of the banner provided that the League of Women Voters does not wish to hang a banner during that period of time period for purposes of announcing the March 2 presidential primary election. All in favor.

POLICE DEPARTMENT. Reserve Fund. Motion made and seconded to approve the request of Police Chief James Carney for the transfer of $2,285.60 for police indemnification. All in favor.
