BOARD OF SELECTMEN
Minutes
January 29, 1997

Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall

Present (constituting a quorum):

MINUTES. Motion made and seconded to approve the minutes of January 15, 1997 and January 29, 1997. All in favor.

LEGION BUILDING. Letter read from John G. Attridge of 64 Beach Street proposing the Legion Building be used as an historic record and artifact storage facility. The Board felt this suggestion should be considered.

FRIENDS OF MARBLEHEAD SCHOOLS. Letter from Susan Gessner was read informing the Board of the Second Annual Spelling Bee sponsored by the Friends of Marblehead Public Schools. This event will take place on Thursday, March 13, 1997 from 7 to 10 p.m at the Marblehead Middle School Auditorium. Application forms are available at the Marblehead Public Schools and Abbot Public Library, with a deadline of February 28, 1997.

CONTRACT. Tucker's Wharf. Motion made and seconded to award the contract for the Sea Wall Reconstruction of Tucker's Wharf to the lowest, responsible and eligible bidder. North Shore Marine, Inc. of Salem, in the amount of four hundred twenty thousand eight hundred and seventh-three and 00/100 dollars ($420,873.00) which includes the base bid and Alternatives 1 through 8, and to authorize the Chairman of this Board to sign the contract on behalf of the Town subject to Town Counsel approval. All in favor.

E-911 Dispatch Center. Motion made and seconded to award the contract for dispatch center equipment enclosures/cabinets to the lowest responsible and responsive bidder, L. W. Bills Company of Georgetown, Massachusetts, in the amount of the base bid at nine thousand seven hundred eighty dollars ($9,780.00), and to authorize the Chairman to sign the contract on behalf of the Town subject to Town Counsel approval. All in favor.

SCHOOL DEPARTMENT. Chairman McNulty acknowledged that Middle School teacher. Valerie McFadden, is the recipient of the Peter Farrelly Teacher Award for the 1996- 1997 school year, recognizing her excellent teaching techniques and expertise in creating a learning-centered classroom. Motion made and seconded to send a letter of congratulations to Mrs. McFadden. All in favor.

POLICE DEPARTMENT. Town By-Law. Lt. James Carney of the Marblehead Police Department appeared before the Board seeking permission to begin implementation of two new by-laws.
Licensing and Regulation of Second Hand Dealers. Motion made and seconded to implement the Licensing and Regulation of Second Hand Dealers as required by Article No. 64 adopted at the Annual Town Meeting in May 1996. All in favor.

Solicitations and Canvassing. Motion made and seconded to implement the regulations of Solicitations and Canvassing as required by Article No. 63 adopted at the Annual Town Meeting of May l 996. All in favor.

U. S. S. CONSTITUTION. Use of Abbot Hall. Motion made and seconded to approve the request of the Old Ironsides Committee, chaired by Selectman Reed Cutting, to use the Abbot Hall Auditorium on Sunday, April 13, 1997, waiving the usual rental fee. All in favor.

AMUSEMENT DEVICE LICENSES. V. F. W. Post 2005, Inc. Motion made and seconded to approve the request of V. F. W. Post 2005, Inc. to have Automatic Amusement Device Licenses for the following machines: Rowe Ami Juke Box #845093, Cap Com Bowling Machine #00315l and Golden Tee 3D Golf Machine #8950. All in favor.

MASSACHUSETTS MUNICIPAL ASSOCIATION. Selectmen St. Laurent reported to the Board on the recent meeting of the MMA as it relates to the status of Essex County government .

SCHOOL DEPARTMENT. Chairman McNulty acknowledged the recent death of former School Superintendent Aura Coleman and extended sympathy to his family.

Motion made and seconded that the Board go into Executive Session to discuss matters pertaining to collective bargaining, votes may be taken, and if they are, votes will be released at a time deemed appropriate by counsel, not to resume in open session. On a polled vote, the Board voted as follows: Mr. Cutting, in favor; Mr. Purdin, in favor; Mrs. St. Laurent, in favor; Mr. Conly, in favor; and Mr. McNulty, in favor.
