BOARD OF SELECTMEN
Minutes
February 19, 1997

Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall

MINUTES. Motion made and seconded to approve the minutes of February I I, 12 and 13, 1997. All in favor.

DRAlN CONSTRUCTION. Letter from Lt. Dave Millett of the Marblehead Police Department was read a second time announcing a meeting to be held at St Stephen's United Methodist Church on Cornell Road on Tuesday, March 4, 1997 at 7:30 p.m. pertaining to the continuation of the drain construction project along Pleasant Street to Tent's Corner. The public is invited to attend.

FINANCE DEPARTMENT. Revenue Officer. Naomi MacIver, Revenue Officer, appeared before the Board seeking permission to accept the bid of Baybank NA tor a Bond Anticipatioll Note. Motion made and seconded to accept the bid of Baybank NA at the rate of 4.06 to borrovv $1 million for a Bond Anticipation Note from February 25,1997 to April 25. 1997 All in favor.

WATER AND SEWER COMMISSION. Letter read from Dana Snow, Superintendent of the Water and Sewer Commission, notifying the citizens that the Massachusetts Department of Housing and Community Development has initiated a Low Income Sewer and Water Assistance Program. For information on this Program, citizens should contact George Dekeon. Director of Special Projects for the Division of Neighborhood Services, at (617) 727-7004, Ext. 532.

TRAFFIC & SAFETY. Motion made and seconded to rescind the two hour parking limit on Barnard Street for a 30-day trial period. Ail in favor.

INSURANCE. In response to a letter from Tim Green of Marblehead Ace Hardware as it relates to the Town's requirement for a $1,000,000/$3,000,000 liability policy naming the Town of Marblehead as an additional insured for any sign or awning overhanging, the public way, the Board asked Town Administrator Sasso to work with Jeanne Ross of the Selectmen's Office on this matter.

POLICE DEPARTMENT. Letter was read from Captain McHugh of the Marblehead Police Department notitying the Board of the passing of retired Lieutenant-Inspector Richard G. Fullerton. Lt. Fullerton had been affiliated with the Police Department from 1949 until his retirement in 1980. The Board extended sympathy to his family and commented on his outstanding service to the Town.

FIRE DEPARTMENT. Letter read from Chief Charles Maurais announcing the promotion of Lieutenant Barry C. Dixey to Captain, and Firefighter Willis J. Iannarelli to Lieutenant. Both gentlemen had scored extremely high in their respective examinations.

LICENSE. All Alcoholic Beverage--Club. Harry Christensen, Counsel for the Chaplain Lyman Rollins Post 2005 Veterans of Foreign Wars, Inc. appeared before the Board to notify them that the V. F. W. Board members had voted last Thursday to do whatever is necessary to insure that their All Alcoholic Beverage - Club license move forth in a manner for the best interest of the community. State law does allow War Veterans' Organizations that are incorporated by the Congress of the United States to hold a license that is not counted in the Town's quota. As the V.F.W. Iicense now stands, it is counted in the Town's quota. Motion made by Mr. Conly, seconded by Mr. Purdin to endorse the concept that the Chaplain Lyman Rollins Post 2005 Veterans of Foreign Wars, Inc. proceed towards this special license with guidance from Assistant Town Counsel. All in favor.

Motion made and seconded to adjourn at 8:04 p.m. All in favor.
