BOARD OF SELECTMEN
MINUTES
November 12, 2003
The Board met in Regular Session at 7:30 p.m. in its meeting room at Abbot Hall.
Present (constituting a quorum):

MINUTES. Motion made and seconded to approve the minutes of November 5, 2003. All in favor.
TRIBUTE. Motion made and seconded for a letter of condolence to be sent to the family of Mr. Orin W. Hansen, who recently passed away. All in favor.
PERMISSION. Road Race. Chad Warren, coach of the track and cross-country teams at Marblehead High School, appeared before the Board with several of his team members. Motion made and seconded to grant permission for the Second Annual 5k Cross Country Run at 10:00 a.m., rain, snow or shine on Saturday, November 29, starting in front of the new high school, that will be mostly on school grounds but will cross Smith Street at the railroad bed, subject to Police and Fire Department approval. All in favor.
HARBORS AND WATERS BOARD. Tucker’s Wharf. Gary Gregory, board member, appeared before the Board to request permission to appear before the Finance Committee to request a transfer of the sum of $38,000 from the Reserve Fund to Article 46, 1999 Town Meeting, Tucker’s Wharf Improvements. Motion made and seconded to approve Mr. Gregory’s request and to appoint the Chairman of the Board to sign the approval to appear on behalf of the Board. All in favor.
VETERANS’ AGENT. Request from David C. Rogers, Veterans’ Agent, to appear before the Finance Committee to request a transfer of the sum of $5,000 from the Reserve Fund to the Veterans’ Agent’s Budget. Motion made and seconded to approve Mr. Roger’s request and to appoint the Chairman of the Board to sign the approval to appear on behalf of the Board. All in favor.
APPOINTMENTS. Zoning Board of Appeals. Andrea Papanek, 9 Watson Street, #2 and Elizabeth M. Burke, 9 Mt. Vernon Street, appeared before the Board to interview for the two alternate positions available on this committee. Motion made and seconded to nominate both applicants. All in favor. Motion made and seconded to appoint both applicants to each position. Each term expires in 2004. All in favor. On a polled vote as follows: Mr. Woodfin: Ms. Papanek and Ms. Burke; Mrs. Jacobi: Ms. Papanek and Ms. Burke; Mr. Purdin: Ms. Papanek and Ms. Burke; Mr. Shribman: Ms. Papanek and Ms. Burke.
TRAFFIC AND SAFETY. Stop Sign. Letter from Police Lt. Dave Millet, concerning his review of a resident’s request for the placement of stop signs at the intersections of Auburndale and Brook Roads and Auburndale and Sharon Roads. Lt. Millet recommends that a stop sign be placed at the end of Brook Road at its intersection with Auburndale Road. (This stop sign would be directed at Brook Road.) Motion made and seconded to approve the placement of a stop sign. All in favor.
PERMISSION. One Day Entertainment License. Letter from Chris Shea, The Landing, 81 Front Street, requesting permission for a one-day entertainment license on November 26 from 8:00 p.m. until 11:30 p.m. Motion made and seconded to approve the request. All in favor.
PERMISSION. One Day Beer and Wine License. Letter from Pamela J. Elden, Caffe Appassionato, requesting permission for a one-day beer and wine license on November 18 from 5:00 p.m. until 9:00 p.m. Motion made and seconded to approve the request to serve (but not to sell) beer and wine on that date, subject to the requisite insurance being in place. All in favor.
TRIBUTE. Letter from Linda Thomas, 17 Chestnut Street, announcing a reception to celebrate the 90th birthday of Ms. Helen Hammond, lifetime resident of the Town, to be held on November 13, from 2:00 to 4:00 p.m. at the Lafayette Nursing Home. Motion made and seconded to send a letter of recognition to Ms. Hammond and declare November 13, 2003 “Helen Hammond Day”. All in favor.
HOLIDAY HOURS. Motion made and seconded to close Abbot Hall and the Mary A. Alley Building at 5:00 p.m. on Wednesday, November 26 to reopen for business at 8::00 a.m. on Monday, December 1. All in favor.
PARKING BAN. A reminder that overnight parking is banned from November 16, 2003 at 11:59 p.m. through April 15, 2004 inclusive.
Motion made and seconded to adjourn at 8:32 p.m. All in favor.
